What about the new main villian, maybe the main one behind the events of the Time trilogy? That sounds awesome and all, but I really think that people don't see that Penelope's just evil. In Sly 3 she was really only with them to break into a huge vault full of loot when you think about it. She explains in the game that she thought they could do so much with their intelligence. Inventing so many big things to make a fortune.

I didn't say it wasn't. They didn't openly sell the plans to the world to make money. In fact, they didn't make any money off of it by giving plans away.
She's one of the big reasons that Bentley didn't become the 2nd Dr.M
Which is ironic, seeing as she basically just became Dr. M 2.0 herself.

Not necessarily. She wasn't making animal hybrids, and trying to break into something she believed belonged to her.
