I actually believe there's a possibility to explain in the sequel that Penelope was injected with spice-inducing nanotech that's making her easily controlled by a grown-up version of a certain character I made for my prequel fan fiction, Legacy of Thieves. The character, in turn, has been manipulating the events of the time travel games to test the historical alterations, so he can do his own alterations. Starting by erasing the sociopath that haunted his bloodline for millennia. Unaware that he himself was injected with similar nanotech that's been keeping his enemy alive through his body. He then has to spend a good deal of time in the third time travel piece making it all up to the Cooper Gang.
