That idea sounds like it has a lot of potential. There's a problem with it, though. What about the original Clockwerk?
I'm not sure. I was thinking he could have an Easter egg appearance in each level like he did in Sly 4, but each episode he would gain more technology. For example, in Egypt, he would be completely organic Clockwerk. In Connor Cooper's level, he would look like the Clockwerk in 1,2,4. Also, there would be a lot of foreshadowing. One of the minions of Penelope, the machinist, would have blimps flying around. In the heist when you break in, you can see the various robotic bird parts. When they destroy the blimp, the parts remain intact.
