My thought is that the episodes that have Carmalita in them you will be able to freely play as her but until you finish the game all other episodes that shes not featured in you cant play as her. For example: We know shes in Sir Galleth's level but not in Rioichi's. So while in Sir Galleth's level you can freely run around as her but once you go back to a previous episode (Rioichi's level) she will not be playable until after you beat the game then she will be playable in all the levels
