I think that was the point of Le Paradox and his family. They were semi successful and likely A-moral at the best of times and always second best to the coopers.
Not only that, but before he try to wreck time, he was a just another petty crook with a small name and big ego. It was an devil's miracle that someone whos was just another Thug's minion that Sly and co' would have knocked off his patrol did all this.
It was an achievement on Le Paradox's part to even GET so close to victory and almost get away with it. He went from a lowly Mafia's lackey to an evil mastermind must get some type of vile respect. At least A for effort to be a villain.
