"Police HQ" is a job for Sly Cooper in "An Opera of Fear" of Sly 3: Honor Among Thieves.

Walkthrough

After the binocucom conversation, bounce off of the gondola and use the Ninja Spire Jump to land on the pole. Continue to the rope, which you can use to get to the top of the police headquarters. Once at the top, a cutscene will play.

In the new dialogue window, choose "cutting a deal" (circle). When the next window pops up choose "distract the cops so he can get away" (triangle). Failure to choose those specific options will send you back to the options screen, and you will be forced to try again each time. After the cutscene, you regain control of Sly. Go under the table to the left of the jail cell by pressing circle. Crawl across the room to Carmelita's office and grab the key. If you are detected by Carmelita, Lt. Gronk or the mercenaries by coming out into the light or touching them, you will fail the job.

In the cutscene the lights will come on, but spark out. You must now sneak back to Dimitri while the lights are off. The lights will spark just before they turn back on; get under a table so you aren't caught. Once at the cell, press circle to crack the locks. Turn the left analog stick in the direction of the arrows to get the first vibration, then switch directions to get another vibration, then repeat one more time and stop on the third vibration to open the lock. Once open, a cutscene will play. You will now be outside and must escape by reaching Rialto Bridge. Platform across all the boats, bouncing on gondolas, ninja spire jumping on poles and rail sliding across ropes. When you reach the bridge, two cutscenes will play, and then it's job complete.
