"Lighthouse Break-In" was a job for Sly Cooper in Menace from the North, eh! of Sly 2: Band of Thieves.
Walkthrough
When you activate the mission, head over to the lighthouse. Once you arrive, use the new ice climb move to ascend to the top of the lighthouse.
Once you are in the lighthouse, you have to go to the bottom. You must go on the swirling platform, fending off guards. Once you are at the bottom, smash the chair and activate the switch. That will stop the energy surge. You must then go back to the top, and climb the ropes to the top, where you activate the switch. The collector will overload, and it will be Job Complete.
